I presume that a Mod-chipped PS2 would be able to load the elf file, correct?

(I'm REEAAAALLLY new to the PS2 modding scene...)

I just remember going on the memento site, and seeing that the only pop'n music able to be put on a USB Hard Drive (using Memento's recommended software for it) was pop'n 6.

It won't work to well with USB HDD's simply because the PS2 only has USB 1.1 ports at best. You won't get the bandwidth that you need to play the games well. If you have a fat PS2 just get a 7200 RPM Seagate drive with at least an 8MB cache and you should be golden.

Yeah, but that would only cause slow loading, and only create issues with games that "hide" the loading screens behind cut scenes or things like that tony hawk game.
I probably won't bother with HDD's, I had a phat PS2 until I punctured a cord putting it back together when I was trying a method for swapping disks.
Now I have the newest model that not even any skinning sites have templates for.

Your BM IIDX games would still work on a PS3......only if it's a Japan or Asian version (as long as it is NTSC/J).

It would work there............but your controllers may not...unless of course you have PS2 to USB adapters (though you may have to 'get your hands dirty')

There is also another alternative for ps2 (slim and fat) that boots the disc directly without needing swap magic or a mod-chip, but unfortunately it does not support original discs (and I don't think the devs plan for it to do so any time soon).

slim ps2 with swap magic, here. you don't have to worry about scratched discs if you back them up and reburn them to CD-Rs. you can just reburn if your CD-R backup gets ruined, and CD-Rs are dirt cheap.

maybe some day i'll get a phat ps2 and put a hdd in it, but it just doesn't seem practical for me. i bought my ps2 just to play iidx, but of course i have the option to play any other ps2 game that i want, us or jp, thanks to swap magic.

got my slim ps2 for $20, got swap magic for $25 free shipping from here

Currently using a PS2 fat model. Originally it was US version but we modded it and now, it can play all PS2 games from all versions. Granted, PS1 discs as well as DVD movies do not work (due to that being an older mod )

Nevertheless, I'm do planning to get a new PS2 and an Asian Version unit to boot (since it has autovolt as well as it being NTSC/J). Given that it could cost at around 100 American dollars (due to its rapid price drop/depreciation/etc.) so it's a real steal
