Is the odd timing on the IIDX machine due to the screen or just the game's general timing? If I come up to SVGL I want to know what to expect so I don't look like an idiot.

If you've played IIDX 9th+ on Playstation, it's that same timing. The screen is a big lagged though visually, but the timing is still the same, although being arcade it's a bit tighter.
I hear this place has a lot of Bemani games working in good condition (and it has IIDX and pop'n music!). I live in San Leandro, and this is about as far as the Milpitas Golfland is from me, so I might stop back. My only annoyance is that Sunnyvale Golfland is lacking a machine that would've otherwise made that place perfect: PIU... and I don't suppose Sunnyvale has any plans in acquiring PIU in the near future?
Well, I guess I can't have my cake and eat it too... but I'd probably like to try the AC version of IIDX as well as play pop'n for the first time. Gah, if only there were a PIU machine there... guess Milpitas is the only place I can do that *kicks table*

Is the bass pedal still loose as hell? It was last time I went, ~2 weeks ago.

Believe it or not, SVGL DID have a PIU machine when I first visited there late 2003. It was located where ITG stands now. They got rid of PIU around the beginning of 2004. I don't remember what mix it was.
2004 would mean it'd be either a crappy Prex 3 or a crappier pure-dung Premiere 3... which is no wonder it got thrown out. Those are the two mixes that nearly destroyed PIU in the world forever...
It might have lasted if it had been upgraded to an Exceed, Exceed 2, or Zero, but the strongest PIU communities are clearly not in California, so I can't imagine there being a huge demand in Sunnyvale for PIU, when there are 2 Milpitas PIU machines not too far away...
So I'm guessing SVGL is the only known location of a pop'n music and a beatmania IIDX machine in all of the Bay Area?
The last time I was there was 3 days before SVGL first got SuperNOVA.
Also, you guys need to have more things like the TV-on-machine CvS2 deal. That shit's awesome for the casual player walking by and seeing "HOLY SHIT 2 SCREENS WTF".
