Konami just typically buys the rights to songs completely anymore so they can re-use them as many times as they want rather than have to cut them due to lisencing costs for multiple games. The song wasn't written specifically for DDR, Konami just got to it before it was released anywhere else.
DJ Silver does a lot of mastering and production work for the DDR series as a result of the company that he works for, so he tends to get alot of his friends and colleagues into the games as a result. Why Not, as far as I know, does not have a long version, nor do I think there is one. Shades of Gray, however, has a full-length mixable version that actually appeared on one of the mixes of a free hardcore compilation. In fact, it was probably Konami's rights to it that made the compilation illegal.
