Well, if they expanded the max to 13, did you not think that they would change the old songs accordingly?
Though I can't really say whether 11 is an ok rating, because I don't know how Konami is using this scale. But we can obviously assume that this scale is not the same as the ITG one.

Incremental speed mods, while currently not in X from my understanding, are in Universe 3 and should be implemented once X is released on the PS2 and arcades. Mods go from 1x to 5x in .5 increments and then there's also 6x, 7x, and 8x. | Hey get your crap in the toilet, not here.

If you're not a news-looker.
Gamespot has confirmed what EvilDave posted, except incremental speed mods.
Apparently shock arrows and a "few other wacky icons" will ONLY be used in "Challenge Mode". You can take that as you will I guess.
The article says that the game will feature significantly more songs than previous DDRs.
So, I guess Konami is basically keeping the Basic to Expert and then saying "Ok, Challenge Mode is basically Hottest Party mode, have fun :3"
