Now seriously, I dont really think konami is gonna release a 20 fotter...Atleast its not gonna be as hard as you think, probably a Trigger Oni witha few twist on the Bpm Changes and Stuff like that (very simple IMO)
Also, Im so gonna laugh at everyone Including me when konami decides to make the foot rating 1-30, and only realese 25 fotters.
SRSLY, Dont ever mind this kind of stuff, just enjoy the game : P
That thing is more for those 2D arcade-style games (like gradius or raiden 3 )

I can't really tell on what a level 20 song is. Even something as hard and as retarded as Dead END GRS doesn't even come close to such leaves such question and possibility........
So for now, it's really open-ended. One thing is for sure though, I sure as hell will never be able to pass it in my whole lifetime (not like I care much though haha ).
I think all of them were 18s; excluding the 17 Max 300.

Speaking realistically...it would probably be all crossovers, shocks, and a mix of Pluto Relinquish and Trigger...which means bpm changes out of the ass and stops for no reason whatsoever.
