Can you disable simfile ratings until you've downloaded the sim?

I was thinking about this because Allukko and Fat Head gave one of my sims a 1 out of 10 deliberately and I think they didn't download my sim. That's why when there is an update here, disable rating the sims until they download the song.

What I'm trying to say here is that users are not allowed to rate the simfile until they download that sim.

Makes me wonder what would happen if you just disabled simfile ratings entirely.

I'd really only be looking for comments these days anyways as it is and the system itself is actually pretty meh in terms of giving a score. At least the only opinions or ratings that would matter are those that would take the time to type something up, click the box that said 'constructive criticism' (yea right) and hit enter.
