how do i play sim file?

You only need extract the simfile to your Stepmania songs folder. That's all.
Now you can play the simfile on Stepmania.

wen i extracted it, it said this

The folder 'Songs/Naruto Shippuuden 2nd ED' contains music files.

This means that you have a music outside of a song folder.
All song folders must reside in a group folder. For example, 'Songs/DDR 4th Mix/B4U'.

You should create a sub-folder in order to extract the sim

To be more correct, the folder which you need to extract for example is "C:\StepMania\Songs\Your simfiles folder\Naruto Shippuuden 2nd ED". That's why SM is asking.
