Anyone know where I can find a banner editor or an upgrade for paint

My Comp sux and I can't make bgs or banners because of how horrible it is paint can only read bitmaps and has very limited functions for this comp so plz tell me where I can find a program that is better than paint and compatible with win98 greatly appreciated...
