I'm a beginner interested in making a simfile. Where can I buy/download the software for making the steps? And where can I download the songs/music videos/bgs for the songs?
To create the steps use the xstep DWI creator. You also need to know the BPM of the song. I use the MixMiester BPM Analyzer. It's a good program but it only works correctly on songs that have a constant BPM. I don't remember the websites off the top of my head but google search them and you should be able to find them. They are both free downloads.

Xstep isn't really a good program to make a simfile to. But Mixmeister BPM analyzer is a really good program to find the BPM.
I would just create a text document with the following words:
#TITLE: (The Name of The Song Title);
#ARTIST: (The Name of the Song Author);
#BPM: (The BPM of the song);
#GAP: (The GAP of the song. I always put 0 in the GAP and then manually configure the gap in Stepmania);
After you did that, rename the text document and put .dwi at the end of the name of the document. Then sync the simfile in stepmania.
Make sure you put the document in a folder along with a the MP3 or OGG format of the song. Then your ready to start making a simfile.
