Total Tokens: 461,992.13 Donate Tokens | Wait a second...Do you mean the tooltip, the little box that appears when you hover the mouse over something? Cause if you do... go to appearence, like imbri said (click Advanced if using XP) and select Tooltip from the Item dropdown box. Choose the colour of the background and then the colour of the font.
If you are running Windows 98 or 2000 I wouldn't recommend downloading Windowblinds cause it would cause mega-lagg, have a sexy red and black theme like mine shown below.

Try using that if you are using XP, it has som pretty sexy skins ( http://www.alienware.com/intro_pages/invader.aspx) or you can download themes from the internet somewhere.
BTW is there anywhere I can sumbit theme files (not skins or suites)?
