What if someone else we're to make steps, and you make logos & stuff... Like a collab... Could both people upload it without breaking the rules? Or should only the one who makes the steps do it? Or what?

Just saying... That your guys's explanation isn't very clear...

If it's a collaboration, both of the authors can upload it. The bottom line is, if you're uploading a file that uses someone else's work, whether it's graphics or steps or lyrics or even their custom mp3 cut, you have to get their permission. Have them leave a comment or something.

If it's a popular file by an active user that just hasn't gotten uploaded yet, you can contact them and ask them to upload it. If it's by an artist that has dropped out of the Bemani community, contact a sims mod or admin and we can see about getting a dummy account created for them, but there's no reason a DTM simfile should ever show up under your account.
