Second, this would not stop people from using firewalls. A firewall is a logical barrier designed to prevent unauthorized or unwanted communications between sections of a computer network. When a firewall is used correctly, and not in conjunction with NAT, you would not be in violation of said bill.
Third, ISPs would be able to trace any outgoing packets from your router / firewall to your connection, despite the fact that you may have various computers behind that router / firewall. With a large corporation or a school, I can see this being an issue, but if your IP shows up and it's linked to you and you have like, 2 computers, guess who's door they are going to bang down?
