Pop-tomo (short for pop'n music tomodachi, or 'pop'n music friend', allows people to compare scores against a list of their friends in a bit of a 'friends ranking'. What basically happens is that you sign up for Konami NetDX (their monthly arcade game link service) and you register your friends' Pop-tomo IDs, then enable it; it'll show up as a list in-game whenever you hover over a song that has score entries.

I guess now they're allowed to have licenced previewable songs.

It didn't last long, since the system was a hassle.
