If you're running XP, go to Control Panel > Region and Language Settings. Click on the Advanced tab, and then if install files for East Asian language support isn't checked, do so. Hit Apply; insert your installation CD if and when prompted.
Then, click the next tab. Under Language for non-Unicode Programs (or something simlilar) change your setting to Japanese. Hit OK, and restart your computer; then install the Be-Mouse software as normal, then refer to SegaMVS's post above.

If you're running Vista or Windows 7, it's pretty similar - click the Start Orb and click on Control Panel, then click on All Control Panel Items if it's not already in classic mode. Then, from there, go to Region and Language Options, click on the Keyboards and Languages tab, and then click on the Install/uninstall languages... button; follow the on-screen prompts to install Japanese (or, more broadly, East Asian language support.
Afterward, click on the Administrative tab and under Language for non-Unicode Programs, click on the Change system locale... button, and in the dialog box that pops up, change the language to Japanese.
Hit OK. It'll ask you if you want to restart; hit yes. Once restarted, install the Be-Mouse software as normal and refer to SegaMVS's post above.
