Well in the US you essentially can't do it legitimately, unless you happen to be a certain arcade/bowling center in Winchendon. :P You'd need to know someone who has purchase rights in Japan in order to acquire a machine, although there's always places getting blacklisted for selling to the US. Now in Japan, I'm pretty sure you just need access to an arcade distributor, which anyone who actually owns a machine should in the first place anyway, though I know Konami can be very strict about who they sell their upgrade kits to.
