You mean the Style screen? Should be, though I personally haven't tried, considering it's a good screen to have.

Try isolating which commands are actually triggering the mode, not sure at the moment but if you can't find it I'm sure diekatz might be-able to tell you what they are.
It is possible to skip every screen and just have the game start with the options wheel. | |

Skipping difficulty select is good for emulating ITG or IIDX, though.
