Same way most people make characters:
Grab a theme & re-color it in Paint/GIMP/Photoshop

Download a theme off of StepMania.com or use the default theme. Find the theme folder in your SM installation. Grab your base theme and modify it to your liking (e.g. change the metrics file by adding mods and moving things around). The other things you can do include going to the sounds/graphics/BGanimations folders and replacing disliked files with new ones that YOU like. | |

Here is what I would do. Make a mockup of what you want a screen to look like inside Photoshop FIRST.
MAKE MOCKUPS FIRST. MAKE MOCKUPS FIRST. MAKE MOCKUPS FIRST.
Save each seperate element in Photoshop as an image and move it into it's own theme folder (which will be a copy of the default). Edit the metrics accordingly to add animations and to position the screen elements accordingly. Add sounds and change the fonts as well (I HATE it when themers dont do this). | |

here's a little hint:
Do that mockup in paint. Get all of your graphics and sounds put together.
Learn how to use metrics.
On a side note I noticed that the resolution of display elements is 640x480, and doesn't seem to really get any better than that (as far as I've gathered, but it's been a month or so since I really fiddled with metrics, and there's just so much damned stuff in there, even undocumented stuff that I don't know about... and it's a little rough picking apart the C code to try and figure out what commands it's looking for).
Maybe while you are figuring out metrics you can ask questions... maybe pm me every now and then, but while you are looking maybe figure out how resolution independance and image scaling interplay... because I'd really like to use at least HD resolutions for my theme, I'm not happy unless it's HD quality. | |

yes seriously. do a mockup in photoshop so than once that's done. you can take it apart for layers to make in stepmaina
plus that helps you get an idea for what kinda theme you want to do. and so you DO NOT steal others. cuz that would piss people off really mad.
and just fool around with things. like. if you like how something swoops in on one theme. find that code in the metrics. copy into yours. and try it. learn how it works. and apply it and change it to whatever else you want to do that.
