On this side of the community I don't recall anyone ever making a Japanese announcer pack. There is a chance of having one exist since there are several fan mixes from Japan but I can't promise you anything.

The real question is does anyone still have the Extra Mix announcer?
I know there were some japanese announcers back in the 3.0 beta days, as well as the extra mix announcer, finding them is another story
