Dunno about this. Always I have about 75% done and then somethings comes up and I forget about theme and move to the next one. Almost all of my themes are made to work only with Event Mode and only with normal play (so no reverse, no Magic Dance, etc.). Because of that I never released anything (and to this moment I have 10 my themes on my hdd). Maybe I will finish project IM if I will find some resources (but don't except that this will happen quickly).

Like AJ said, I keep doing this. And it's not really a big problem, I think; since themes are free, complaining about lack of completion is really looking a gift horse in the mouth.
