Changing the BPM and such is normal, it's only intentionally hiding significant BPM changes in the displayed BPM when you're on the select wheel that sets that rule off. (I don't know how SM sets the range though, if Ichirin no Hana has a doubling that was hidden...)

That leads me to think that it is an issue with specific people's systems, with their archive extraction programs or with the downloads being corrupt or interrupted somehow...

It was taken from Bemanistyle, and most of the videos I did manage to find everywhere were just horrible (sometimes, even worse than this one). The sync problem is weird-- I had some friends test it (one of which is so freaking strict with synching he detects mistakes till 64th notes), and there didn't seem to be any problems.
You also forgot to consider the Lyrics file (laughs)-- it goes off-sync in 3.9 but the sync is okay in 4.0 (is it just me, or is the synching of lyrics different in 3.9 and in 4.0?)
Regarding your note on Xythar's banner-- he did cover that in the readme. Its a problem with Stepmania itself, especially in 4.0. As for Bad Boy Bass, Uiru did note in his readme that the Heavy / Challenge stepchart is a copy of Challenge / Heavy (not sure which is which).

Thus, I considered none of them (for good or bad). So no one gets any extra points for lyrics files from me, but no one loses points either. Quote: |

| But making Oni a mirror of Heavy, as he did, is nevertheless a decision, and one that I consider to be very poor.

1 public review and no active discussion aside from possible course ideas - surely more than 1 person has an opinion about the files?
My main observation is that perhaps people have been put off by the layout of the criteria for the public reviews - it isn't exactly rocket-science, but it could be a bit more user-friendly and this is perhaps something to look at for future contests to ensure more people are encouraged to post reviews...

1. School (of course). During OSC 5, which was settled during the summer of 2006, school was no problem or concern to me. I had no worries making a public review. But since BoNG is set around my school year, I can't find the slightest time to make a review of almost 20 files.
2. I'm not very comfortable judging ITG styled steps. Yes, most of the heavy sets in this pack are based on a DDR style, but it wouldn't feel right if I judged the challenge charts having little experience with ITG steps. I have ITG for the PS2, but I much prefer playing the DDR games I have instead, for I am used to the stepcharts that DDR has planted its roots in.
For those of you, TakeWalker especially, who have made or are in the works of making a public review, I show respect to you for taking the valuable time to make one.

I have to apologise, I didn't have time to write a public review but I also don't really feel like playing everything again to comment unless it's in chatroom review format (makes it more interesting), and I already missed the boat on that. I liked Mata Hari a lot is probably the main comment I'd make.
edit: oh, I mentioned that already

Marketplace Rating: 0 | Juub: also he has some obsession with making light charts into heavy charts
sanchny: So, uh
sanchny: The 7k chart has 714 notes
sanchny: Heavy has 672
Juub: hahahahaha
sanchny: That pretty much sums it up, I think
Hahahahahahahahahaha.
I know people hate Dynamite Rave's 16th after the jump (I do too!); that's why I put them on the same two arrows. I mean really, what do people think of the very end of MaxX Unlimited? There were originally going to be jumps inside the 16th bursts near the beginning; thank God I took those out. ¬_¬
I sat down to do Bad Booi Bass knowing it was going to be repetitive. It's just how the song rolled. What I tried to capture was the ramping up it did as it went.
And do people really think the Heavy steps aren't a 10? I think it's at least in Xepher's league; definitely (obviously) harder than Sakura.
As for leadin, the first freeze is on the first beat of the second measure. If that means anything.
Lastly, I probably should have uploaded and put a link to the ~30 Excellent *** "AAA" sightread of the Challenge steps. If the syncing is off, it's on your machine, to be quite frank.
Oh well, a kind word here and there; this counts as an improvement

Marketplace Rating: 0 | It's perfect on my laptop and on our R21... I don't really want to get into the practice of trying to guess the capabilities of judges' computers in order to sync to them. My global offset is 0 as far as I know; if there's anything else that can be done to make it better on other machines, I'd like to hear it.

Marketplace Rating: 0 | I had no issues with the synch on Bad Boy Bass, either. As for public reviews, my review should be up in just a few hours; I only have two songs left to review. I would have gotten them up at least a bit sooner, but I got held up at work yesterday, and thus couldn't get them finished last night.
The main reason I'm posting right now is to point out a likely error in TakeWalker's public review. When skimming over it, I happened to notice this for Know Your Xenemy's review:
"-Challenge Chart: 3 : Actually, this is really good, and covers up some of the problems Heavy faced with the song. Some great patterns, twists, all that sort of thing. The steps keep the energy level going strong, and keep the fun level up."
This review seems to imply that the score should be much higher than a 3; I suspect it's a misspelt 13. In addition, the total score for Extras/Penalties currently does not include the 5 points for BGAnimations.
For comparison, here's the Challenge review for Karma:
"-Challenge Chart: 8 : Some great patterns, which overshadow the not-so-great ones. This is seriously better than the Heavy steps, despite the double-stepping and the crazy 12th mess at the end."
I wish I had noticed this sooner, and hope that TakeWalker sees this post before the scores are finalized.
Edti: As promised, my review has been finished and posted.
