- I am planning to use different background changes (4x), is that ok for this contest?
- I've read on the site that it's not required to put the name of the simfile and creator on the background picture. But can I however credit the people who helped me by adding their names on the background picture or do you have to put them in README.txt file?
- After the OSC 5 contest, can I distribute my simfile by uploading it to the main sim database?

1) 4x? What do you mean? In any case, it's fine to use background changes and you'll get points for doing so.
2) It's not only not required to put the creator's name, you shouldn't. The only name on the background should be the song name (and artist if you're entering the ITG division), unless it's a signed piece of artwork or something. Anyone who made or helped with making the simfile should be credited in the README.txt file and #CREDIT tag only.
3) Yes, as long as you wait until after the entire competition is over.

2. The title of the song should be in the background picture. Also, I have not really seen a file that credits other people who helped by putting them in the background, unless it were the person who did the background image. That stuff generally goes in the readme. If I were you I'd put them in the readme only, but if you really want to put them in the background picture, I'd recommend not doing it too obtrusively. Better yet, you could put the information about the song and its composers/performers in the background like Konami did in DDR Extreme for a few songs (such as "Irresistiblement"), and in that sort of smaller text you might include the people who worked in the file.
In any case I generally see all credits in the readme only.
3. Yes. Only after the contest. Distribute it wherever.

Using the edit from official BG would make more sense and would fit perfectly, despite the penalty in the graphic judgement, I know, but I'd like to know if it's possible or not, since I'm not able to recreate something like that from scratch, and I don't have the time to find someone to do it for me. | |

For songs that have no relation to the original background's song you might get in trouble. (e.g. Carte Blanche from OSC4 using Moonlight Shadow's background)
