Anyone who's worked with videos can explain this phenomenon... codecs and video types. AVIs and MPGs are the only two types that StepMania can use... but seriously... there are thousands of types of both of those. For instance, videos that are too high res, the wrong AVI/MPG base (codec issues), etc.
For instance, I use a conversion process that leaves the videos rather small, yet still retaining a very decent amount of their quality, ending in an AVI codec known as ZMPEG-4. This type runs like magic on 3.95 and, to my current knowledge, won't run at all on 3.9 (makes it crash). No idea if it will run on 4.0. Now, different codecs will run just fine on the other ones, I wouldn't be the least bit surprised if standard Divx or XVID codecs run perfectly on all of them. But there can be common factors that makes a video lag on all of them like odd display ratios (uncommon i.e. not 4:3 or 16:9), or videos of super high frame rate (should be below 60, preferably), or videos of retardedly high res (believe it or not, 480x360 should be just fine).
I could go on about this forever, but that is the basis of this problem.
NOTE: I don't use that codec because I don't know any better, I use it for size/quality, among other reasons.
