How to create a properly running LRC file for StepMania.

Where do you save the file? You mentioned "appropriate" folder, so what exactly is the appropriate folder? -.^

I know this topic is probably old by now, but if you can't find anything that plays music files with milliseconds, Windows Movie Maker has been quite helpful for timing lrc files perfectly for me...even if I have to restart it because sometimes when I pause it, the thing in the timeline skips over a minute.
