NEXT IDEA! What your going to do is go into the /Data directory of your stepmania folder, and your going to open Translation.dat with notepad. This file controls any special characters or fonts that get displayed, SO if you wish to add a character this is what your going to add to the end of it:
TitleFrom: The Actual Songs name
TitleTo: 鬼の乱 (or whatever the characters are your going to use)
or if it's the artist that needs a makeover:
# Artists:
TitleFrom: Max 300
ArtistFrom: %
ArtistTo: Ω
*
ArtistFrom: Omega
ArtistTo: Ω
and there you have it.
edit: i'll just give you a straight copy paste:
TitleFrom: Kachofusetsu
TitleTo: かちょうふせつ

First, you need to download the theme called "CyberiaStyle 2.6". Trust me. You can probably do this on Stepmania.com or StepmaniaThings.com. --- Why is this? Because this theme has over 2000 kanji that that Japanese use. Stepmania's default theme only has so much. I'm willing to guess only about 200. Maybe more, maybe less.
If you want every single theme to have those 2000 Japanese characters, go inside the CyberiaStyle theme folder and copy everything inside the Font folder. Then, go inside every other theme's Font folder and paste it. Make sure that when it asks you to overwrite, just select "Yes To All".
After all that's done, you need to transliterate the song title in your Translation.dat file inside Stepmania's Data folder. If you open up the Translation.dat file with NotePad, there should be instructions there on how you can add your own translations.

Stepmania does not contain that many kanji, almost every time I put in a Japanese name it is unable to display it and has to revert to the romanisation because it can't find one or more of the characters.
With VJAMix we were able to supply the additional kanji as part of the theme, but for single files you'd need to provide them with an image to put in their Fonts folder and instructions on how to edit the ini file there.
For example, here is the file containing the 24px versions of the additional characters used in VJAMix:
In order for them to display correctly, it was necessary to take that picture, as well as a 16px one, copy them into the theme's "Fonts" directory, and then add this to the ini file there (both the 16px and 24px ini files):
[VJAMix HS]
line 0=前何冥浄化青奏南
line 1=打消∞⇒叉炸裂電
line 2=澤
That's the entire process you need to use to add kanji to Stepmania if it doesn't support the ones you already want to use in your file. Obviously, this is a complicated process for the end user and one that you generally can't expect them to do, so if your song or artist name contains an unsupported kanji then you usually can't do much about it other than ask Stepmania's devs to add the kanji into the next version.
Another way to solve the problem is to use a theme which has all the kanji installed (as mentioned above) but then you are requiring all your end users to use that theme as well, and they won't. Also, there is probably a reason Stepmania does not have all the kanji installed to begin with, I think for memory reasons or something.
That's how it works, anyway. Editing the SM file with your IME, editing Translations.dat, neither of those will solve the problem of Stepmania simply not having the kanji ready to display. Translations.dat in particular is completely redundant if you're able to simply edit your SM file itself, so I wouldn't bother (as all it does is replace one thing for another). If Stepmania does not support the kanji themselves (you'll see this if you open it in the editor and the title includes a "?" in it where kanji should be) then there's nothing you can do about it other than the above solution which is impractical. It's one of the weaknesses of Stepmania, I guess.

This is the only solution I've been able to come across and while impractical, it works. I don't understand why Stepmania hasn't implemented the use of IME. It's probably too difficult to code the program with it or something, is my guess.

But it certainly won't work for every or even most kanji on the default theme.
darien: It's not really a matter of IME, that's just the method you use to enter kanji into the file under Windows. It's more to do with how Stepmania supports Unicode but doesn't necessarily have a glyph available to render every character with because it uses its own bitmap font images rather than actual Unicode fonts (most likely for performance reasons). It'd be useful if it supported #DISPLAYTITLE but oh well. In any case, your solution will work for you but it's not really practical for distribution with a simfile, unfortunately, so all sim makers can really do is just put in the correct Japanese anyway in the hopes that eventually Stepmania will be able to display it properly.
