I have everything set up to make the looks that I want to use and yet I cannot find a tool that correctly nullifies the inactive area of the image (making the outside area of the arrows clear, in other words). Maybe there's a simple way to do this and I'm just dumb right now?

I just use my old copy of PSP7 for my imaging needs.

I have well a legal "cough cough" version of Photoshop and only Photoshop and i like it, I can see what you mean though, it takes a whole lot of processing and space just to open one program .

2nd thing, with program that has said capability, just use the "magic wand" tool, if it has one (and it should) and delete out the background color that you want transparent.
There's also the suggestion of finding that one shade of pink that Stepmania automatically nulls out to be transparency (see old PIU stepfiles) and color the "transparent area" around the arrows that shade of pink.

Here is a noteskin that I made specifically for the release of my new Simfile "Sidology Episode 2 (Trinity)". Steel. This noteskin is also in the ZIP containing that sim which can be found here on BemaniStyle.
Steel is much of a Robot ripoff, but I wanted a skin to look a bit more metallic than that, for the... heavy metal theme. I have another very much more original noteskin already finished, PM me if you would like a preview before I officially release it

Imagine yourself buying a whole warehouse to store a pair of scissors = Adobe. | AthlonXP 1800+, 512 mb of RAM.
______________
At least it works perfectly for my needs. Plus, the "background removing wand" makes things extremely easy, even more than with the normal wand :P

Unless the "laws of physics cease to exist on your stove" then you're percieving it as being slow... or in the very unlikely case your "All-in-One DVD" whatever rip of it has been modified to not suck, as the programmers intended it to, not trying to be offensive here... but really the program is inefficient as all hell... I'm not saying it isn't a capable program, but come on, even three legged dogs learn how to run fast.

I don't have ANY problems with it, and I have the entire Creative Suite 2 on my laptop (over 2 GB overall). Never lags, and never loads things/does things slowly, even when I'm doing 7 things at once. ^^
