why not just install it. Stepmania's url is pretty obvious...

or when you get home, just make a rar yourself.

Yeah. Go home, install StepMania 3.9, 3.9+ or 4.0 alpha 4. Then, if using 4.0 alpha 4, put a blank file called "portable.ini" in the folder you have it installed in. Then you can make a RAR.
