I recomend:
LUNATIC RAVE: (+)'cause it has the best graphs, pretty menu and skin, and supports .bms .bme and .bml(long note)
(-) hard to install
also I suggest you
RHYTMN IT!: (+)it's easy to use, supports all of the type of .bmx, very easy to install
(-) poor graphics

these are the good ones to me, but I recommend you Lunatic Rave 100%, if you have problems installing it, feel free to make a topic

RHYTHM-IT doesn't play all BMS's correctly (most notably those using anything beyond FF). it also fails to recognize stops, long notes, and free scratch zones

Lunatic Rave has a LOT of compatibility problems associated with it (including issues with Internet support), but otherwise, it's good for usual BMS's. Long notes and Free Scratch Zones aren't supported (and can make some songs unclearable!), but I believe stops are.

Be-Pachi Music is relatively good (the current theme notwithstanding - personally, it needs improvements) and supports most of the usual BMS/E stuff, but long notes and free scratch zones aren't supported (same problem as with LunaticRave) (stops should be in on the next release).

Long note it's like a freeze note in stepmania or djmax (you have to keep press the key until the end of the note).

And LR cans play BMS with long notes, proof here YouTube - Lunatic Rave - Legend of Mana

Ruby, alpha 4, starting to work pretty well, similar to rhythm it. (probably because it looks to be made by the same person? group? people? whatever)

No, all you have to do is install Eastern Asian language packs from Simulation Style (and in your computer) and change your Language settings etc. to Japanese.
