Making BMS files?

I tried using BMSE, but all it did was make windows explorer crash every time I try to open it. (Also, I cannot delete the exe for it. It keeps saying I dont have permission, when I clearly gave it permission to delete >.>).

Any other programs I could try to make BMS files (preferrably the unkeysounded kind)?

It's a lot easier making a song without keysounds. That's why I would like to start out doing that.
