Well, heres a place I recomend for recent PnM charts, themes, and characters. Colorful Canvas - for feeling pomu 2nd- Official Website
However, you have to do some tweaking with the banners at their PMS files, so they can show.
And chances that you can't unzip "Akiba Pop", "Spring Pop", and "Starry Pop". :\
And then there are the offical IIDX BMS files. If you are despearate, that is. bms terminal v1.5 ~HAPPY SKY~
Some cute or Touhou BMS files: kbwnk.net
You can also find some "BMS" files at BemaniStyle.
Meanwhile a home for themes based on Pop'n Music games. ::: Pop'n KH ::: - A Pop'n Music website <-- It's closed now. So live with Colorfull Canvas/Colorfull Channel skin...
Finaly, I will share my (Or ChaoFreak's) Feeling PoMu characters. Trickster Online's Bunny Flow Flow Lotte (Carnival 1P, 10 2P) Minit's White-Merry Gir-Fangirl Nyami Timer (PnM Party ver.)
BONUS: Sanoyara Zetsubou Sensei PMS file and Character! EDIT: Going back in time... Here are the older FP characters done by Chao Freak or other users. Two new feeling pomu characters Chilly Character and PMS file...

Anno... I would start making themes, but the only problem is that I cant make the background transparent on some parts! (Actualy probably all of them) because when I try to edit the graphics in colorful canvas, I keep the pink color that's suppost to make it transparent, but it stays pink, so I can't see any pop-kun. Also the blue background of Muni and Pomu at the title screen.
Oh! There is a BMS I realy want to upload, because I play it over and over again, like 13 times in a row. It's so fun to play! 
It's from a game called Yume Nikki, which I also downloaded on my computer, and because of that, My Pomu has Japanese characters!!!
EDIT: I was messing around in GiMP, and wanted to give Flowflow a better miss animation, so this is what I'm working on right now.

Yeah, but does FP support transparent .png's?
Also, good job at gathering all of those. Maybe we should have a thred with links to all of the FP characters we have.

Right now, in this time... I'm in the urge to create a FP character... (I will use Kyou (The Bunny-Vampire) as base because he does not have alot of frames.  )
