I think I can help with some of this. You need smf2midi. It may be in your GDA Creator folder. If not, get it here:

It will convert your midi to a DTX file. Load it up in DTX Creator and assign drum sounds in the right side column according to the numbers on the notes (29, 2A, etc). Then click on the right side column in any empty box and browse to your song file (may need to be in wav). Then do "Edit Note Mode" and insert a chip under the "SE1" column, as indicated here:

I just made my first 2 DTXs. The trick to making sure it's not off time is to hit the drop-down at the top left, and change the chart to 64th notes. That gives you much much finer control over the timing. You can switch it back and forth as you please. You can slide whole groups of notes, or just grab the song and slide it around so it's perfectly in time.
Edit: I don't think you need it, but if you wanna add the bpm, use the 2nd bpm box, and download this free program:
MixMeister Free Stuff :: BPM Analyzer
Drag your wav/mp3 into the box and it will tell you the exact BPM. GDA Creator accepts decimal points, btw.
By the first step you indicated, maybe you already know all of this, but it never hurts to have the info out there in as many places as possible. Now if I could just get somebody to help me with my avi problem...
